Russell Burrows is the mayor of Laplace. ~!He's a very manipulative man, who's shown having zero emotions even towards his own father. That's due to him being made fun of, beaten up and looked down by people that hated his father - later on, he decides to rely on a devil contract in order to became the mayor of Laplace, altough it's heavily implied that there are other reasons as well other than taking his father down.!~
